To give the Rule 4 its full name , it is a  Tattersalls Rule 4 (c) Deduction

Its betting equivalent to the age old battle 

A handy tool for bookmaker to reassess their markets as a result of a W/D horse or NR where the Market had been assessed on the earlier declared runners.

 R4s are designed for BHA, Trainers, Bookmakers But  sadly not us :(
