In 2008 the British Horse racing Authority ( BHA)  introduced a new system. Trainers NOT VETS were able to self-certify a horse as a non-runner, Once declared  horse could not run again for six days after the race it was withdrawn from. But it appears that this system has also proved open to abuse and it is believed a handful of trainers are suspected as frequent offenders were to be told they will no longer be allowed to produce self-certificates but that's not the case and  self-certificates  are being used widespread now costing BHA & Horseracing industry  its Integrity because of lack consistency of actions,  measures, to deal with the abuse of self Certificate.
